My Lords, I beg leave to ask the first Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether the Ministry of Posts and Telecommunications is still represented at conferences and meetings of the International Telecommunication Union.]

My Lords, the Ministry of Posts and Telecommunications, as the Department of Her Majesty's Government responsible for United Kingdom relations with the International Telecommunication Union, is represented at all conferences and meetings of the I.T.U. which deal with matters involving general governmental responsibility for telecommunications.

My Lords, I am most grateful to the Minister for that reply. Can he state whether it is still the practice that private operating bodies, such as manufacturers of equipment and scientific organisations, are allowed to attend if they are recognised and approved by the Minister of Posts and Telecommunications?
