My Lords, I beg leave to introduce a Bill to amend Section 3 of the Consumer Protection Act 1961. This is in substitution of a Bill to which your Lordships have already given a First Reading. If your Lordships agree to the First Reading of this new Bill I shall presently ask your Lordships to give me permission to withdraw the other one, which was somewhat faulty in its drafting.
