My Lords, in moving the Motion standing in my name on the Order Paper, I should like briefly to explain the purpose of the proposed Amendments to Private Business Standing Order No. 216. It will be within the recollection of your Lordships that on November 5 the House debated and agreed to the Report of the Select Committee on Proceedings in relation to Special Orders. On that occasion I said that in due course I would move Amendments giving effect to the recommendations contained in the Report. It is those Amendments to Standing Order No. 216, consequential on the recommendations in the Report, that I am now proposing to the House. It may be for the convenience of your Lordships if I move these three Amendments en bloc. My Lords, I beg to move:

Moved, That the following Amendments be made to Private Business Standing Order No. 216:— Leave out from the beginning of line 57 to "and" in line 66 and insert:

  1. "(a) whether they have any doubt that the Order is infra vices;
  2. (b) whether there is any other matter in the Order or in the enactment under which the Order is made to which they think it expedient to call the attention of the House.".
Line 111, leave out "(7) In the case of every Special Order". Line 112, leave out "the Order" and insert "an Order such as is referred to in paragraph (3)(b) above".—(The Earl of Listowel.)
