My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether the new standard, the highest in Europe, for road diesel exhausts, and the annual instrument check to enforce it, which were announced in Command Paper 4373, are now to be brought into effect.]

My Lords, a draft regulation will shortly be published requiring all diesel engines installed in new vehicles to meet this British standard. The Department's engineers are developing an instrumented method which could supplement the present visual inspection of exhausts at the annual test of heavy goods vehicles.

My Lords, while thanking the noble Lord for his reply, may I point out that the word he used is "shortly", and the words in reference to the instrument development are exactly those used in the White Paper six months ago?
