THE EARL OF LISTOWEL

My Lords, the four Amendments proposed to this Bill all deal with the same point, so perhaps I may be allowed to speak to them together, which will be particularly convenient in view of the long list of speakers! in the main debate.

It was assumed in the last Parliament that this Private Bill would receive the Royal Assent last Session before a Public Bill, the Local Authorities (Goods and Services) Bill did—and it would have done so but for the Dissolution of Parliament. On this assumption certain clauses and definitions were inserted in the Bill, but in fact the Public Bill, the Local Authorities (Goods and Services) Bill, received the Royal Assent first, before the end of the last Session. Therefore these clauses and the definition are meaningless or unnecessary. The effect of these Amendments is simply to delete them, and as all four Amendments deal with the same point I think it would be for the convenience of the House if I were to move them en bloc. I beg to move.
