My Lords, before we pass this Bill I think I ought to say that on Second Reading my noble friend Lord Donaldson indicated that he was sure that I would see that a White Paper was published on certain aspects of this matter. In fairness, I ought to make it clear that there will be no White Paper. It is not considered necessary. Indeed, my noble friend himself later on in his remarks gave the details of the processes involved in the ultra-heat treatment of milk by this method. I hope your Lordships will now agree that no White Paper is in fact necessary.
