§ LORD BESWICKMy Lords, with the leave of the House I should like to make a brief personal statement. It has been brought to my attention that in my winding-up speech in last Wednesday's debate on the Police Forces I referred in hypothetical terms to a case that is pending. Cases of this kind should not be referred to in this way, and I am sorry that I did so on this occasion.
