My Lords, I beg to move that this Bill be now read a second time. This is the Bill the purposes of which I outlined in a Statement I made in your Lordships' House on November 11. There are now three alternatives before me. I could explain the purposes of the Bill again and go through it clause by clause—I have the necessary notes to enable me to do that, amounting to 11 pages. On the other hand, I could make a shorter statement virtually repeating the Statement I gave a month ago. Alternatively to that, there is a course which I hope may commend itself to your Lordships; namely, merely formally to move that it be read a second time. That I now do.
