My Lords, I beg leave to introduce a Bill to amend the law as to the management and control of mines by making pro-vision with respect to the appointment of persons to assist the manager of a mine in the discharge of his statutory responsibilities, and with respect to under-managers, and for purposes connected therewith. I beg to move that this Bill be read a first time.

My Lords, be-fore the Question is put, I should like to congratulate the noble Lord the Leader of the House, and the noble Lord, Lord Beswick, on the amount of legislation they have succeeded in getting started in this House. This has always, as long as I have known this House, been a continual battle; and, if I may say so, I think that they really have done remark-ably well in this particular Session.

My Lords, continuing this slightly disorderly process, I should like to thank the noble Earl. It is a continuous battle, as well he knows, and I like to think that we have been a little more successful this year. But I will not guarantee that we shall not be in trouble at the end of the summer.
