My Lords, in rising to move the Motion which stands in my name on the Order Paper. I should just like to say that this is the initial step towards the reappointment of the Joint Committee of last Session. This is necessary because that Committee were unable to complete this investigation into possible changes in the law of defamation and of Parliamentary Privilege. They were unable, therefore, to report before the Session ended, and I hope that they will continue their work in the new Session. I beg to move.

Moved, That it is desirable that a Joint Committee of both Houses be appointed to consider and report whether any, and if so what, changes in the law of defamation and of Parliamentary Privilege are desirable in relation to the publication of the proceedings in Parliament.—(Lord Shackleton.)
