My Lords, 30 noble Lords have put their names down to speak on the Private Member's Bill which we have before us later this afternoon and clearly this poses some problems. Dinner will be served between 7 p.m. and 8.30 p.m. this evening, which solves one of the problems. I venture to say that another could be solved if Peers were rather more sparing of words than was the case last Tuesday. Even allowing for adequate time for my noble friend Lord Raglan, who is moving his Bill, if each Peer were to restrict his speech to 10 minutes—which is one column length of The Times—the debate would take rather less than six hours and we could rise well before 10 o'clock. I believe that this would commend itself to the House as a whole, and I trust that noble Lords may not find disfavour with it.
