My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether, in view of the new Rhodesian Constitution excluding the possibility of majority rule and establishing apartheid, the "Fearless" proposals for a settlement will be withdrawn.]

My Lords, with the permission of the House I shall be repeating at about 3.30 p.m. a Statement on Rhodesia which my right honourable friend the Foreign and Commonwealth Secretary will be making in another place. I would ask my noble friend not to press for an Answer at this moment.
