§ Lord BROOKE of CUMNORMy Lords, I take it that this is a drafting Amendment. The original Lords Amendment was a Government Amendment. I can only presume that the Government got into a muddle and got it wrong and are now having to correct it.
§ Lord KENNETMy Lords, it is a drafting Amendment, and it turns on the 1191 substantial point of whether "commencement" or "passing" is a better word to use for the passing or commencement of an Act.
