§ LORD SHEPHERDMy Lords, with the permission of the House, I would now reply to the Private Notice Question asked earlier by the noble Earl, Lord Bessborough.
I am glad to say that we were able to reach full agreement on a Three-Year Development Programme designed to strengthen the Gibraltar economy, which in terms of British aid amounts to about £4 million. An agreed communiqué was issued at 3.30 p.m. to coincide with the return of the Chief Minister to Gibraltar this afternoon. I am arranging for a copy of the communiqué to be circulated in the OFFICIAL REPORT.
