The Commons disagreed to this Amendment for the following Reason:

Because it would cause an unnecessary and undesirable delay in the constitution of the first Passenger Transport Areas.

My Lords, I beg to move that this House doth not insist on Amendment 31, to which the Commons have disagreed, and the effect of which would be to postpone the setting up of Passenger Transport Areas until after local government has been reorganised following the Report of the Royal Commission on Local Government. The House of Commons disagreed with this Amendment because the problems of the major conurbations are already critical, and the P.T.A.S need to be set up to deal with them as soon as possible. It may be five or six years before local government can be reorganised, and it was considered that the reorganisation of public passenger transport in the conurbations was too urgent a need to wait this time.
