THE LORD PRIVY SEAL (LORD SHACKLETON)

My Lords, in rising to move the Motion standing in my name on the Order Paper, I should perhaps remind your Lordships that this Motion is in identical terms to one to which the House agreed without debate on July 23 last. Its purpose is to initiate the machinery for setting up a Joint Committee, and last Session we had already received a reply from another place concurring with the Message that we then sent, but any further proceedings were rendered impossible by the termination of the last Session. My Lords, I beg to move.

Moved, That it is desirable that a Joint Committee of both Houses be appointed to consider and report whether any, and if so what, changes in the law defamation and of Parliamentary Privilege are desirable in relation to the publication of the proceedings in Parliament.—(Lord Shackleton.)
