My Lords, I beg to move that this House doth agree with the Commons in this Amendment, which narrows the scope of subsection (2) of Clause 12 so that it no longer refers to any kind of award by Her Majesty. The offence is limited to the unauthorised use of a device or emblem signifying one particular award, the Queen's Award to Industry. This provision was originally drafted, for inclusion in the 1966 Protection of Consumers (Trade Descriptions) Bill, with the Queen's Award to Industry in mind. It was worded in general terms because this Award had not then been publicly announced. It has, however, since been suggested that there might be some doubt about the interpretation of the expression "an award by Her Majesty" and we think it is best to remove any such risk by amending the clause to say exactly what we mean.
