My Lords, with permission I would make a short personal statement. In the supplementary questions and answers which followed my Statement on April 24 about the United Nations resolution on Rhodesia, I said in reply to the noble Earl, Lord Swinton, that the consequent Orders in Council supporting our United Nations resolution would not become operative until the Orders had been passed by both Houses of Parliament (Vol. 291, col. 663). What I had in mind was whether the Orders required the Affirmative procedure. What I should have said was that, as on previous occasions, the Orders will be laid before Parliament as soon as they are made, and can be brought into operation at any time thereafter, but they will lapse at the end of 28 days of making unless they have been affirmatively approved by both Houses. I apologise to the House.
