My Lords, I beg to move the following Amendment: On page 5, leave out Clause 8. The reason for asking your Lordships to leave out this clause is that the promoters regard it as unnecessary and that, moreover, as it involves a charge, if this clause were not left out before the Bill leaves your Lordships' House it would infringe the privileges of another place.
