My Lords, I should tell your Lordships I am not proposing to move the Second Reading of this Bill this evening. This is not for the usual reason of the lateness of the hour, but because there has arisen a matter in the Bill which I think requires a considerable amount of discussion, and it would only consume time in your Lordships' House unnecessarily, and possibly, wastefully, if it were to be discussed this evening. I hope, therefore, that your Lordships will allow me not to move the Second Reading this evening but to consider further some of the points in the Bill and bring it back to your Lordships for a Second Reading on a later occasion.

My Lords, so far as the Government are concerned, I am aware of the circumstances to which the noble Viscount has referred, and I agree that it is likely the time of the House will in the end be saved if the noble Viscount does not move the Second Reading tonight.
