THE PAYMASTER GENERAL (LORD SHACKLETON)

My Lords, in rising to move the somewhat complicated-looking Motion standing in my name on the Order Paper, I should perhaps say that this arrangement has been made through the usual channels and that it is based on the precedent of the London Government Bill, when a similar Motion was made on May 2, 1963. I might explain to noble Lords, as it had to be explained to me, what the form of the Motion is. It enables the relevant Schedules to be considered at the same time as the various clauses of the Bill. This means that noble Lords who are interested in particular aspects of the Bill will be able to consider them when the clauses are called and not have to wait for them to come back again in the Schedule. I hope that this arrangement will prove for the convenience of all parts of the House in our consideration of the Transport Bill during its Committee stage.

Moved, That it be an instruction to the Committee of the Whole House to whom the Transport Bill has been committed that they consider the clauses and Schedules of the Bill in the following order, viz.:

My Lords, I thank the noble Lord, Lord Shackleton, for moving his Motion and explaining to us what it is about. I agree with him that, so far as it is possible to say that anything is convenient in this Transport Bill, this arrangement will be.
