My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 4. This is a drafting Amendment. The explanation given to me is that this Amendment makes it clear that the reference in the last part of subsection (5) to by-laws made by virtue of paragraph (h) of Section 2(1) included a reference to by-laws so made by virtue of Sections 3(1) and 4(1) which incorporate paragraphs (a) to (i) of Section 2(1). Strangely enough, this is held to be a clarifying Amendment, and I offer it to your Lordships on that understanding. I beg to move.
