THE CHAIRMAN OF COMMITTEES (THE EARL OF LISTOWEL)

My Lords, I beg to move that the Report from the Committee on Procedure of the House be now considered.

Moved accordingly, and, on Question, Motion agreed to.

The Committee's Report was as follows:

1. SELECT COMMITTEES

Following the setting up of the Committee on the Gaming Bill the Committee have considered the functions, powers and nomenclature of Select and other Committees and whether any change in current definitions is called for. They are of opinion that all Committees of the House, other than Committees of the Whole House and Committees of unlimited membership are, in fact, Select Committees and that unless the House otherwise directs Standing Orders 57–60 apply to them.

The Committee also recommend that Standing Order 55 should be amended to reflect the practice whereby in the absence of the Chairman of Committees a Deputy Chairman takes the Chair at Committees of the Whole House and Select Committees.

The Committee further recommend that appropriate entries be made in the Companion to the Standing Orders.

2. CALLING OF BUSINESS IN THE HOUSE

The Committee recommend that in future the Clerk of the Parliaments should call on the Lord Chairman to move the stages of Private Bills in the House.
