THE CHAIRMAN OF COMMITTEES (THE EARL OF LISTOWEL)

My Lords, I beg to move that the First Report from the Select Committee be now considered.

Moved accordingly, and, on Question, Motion agreed to.

The Committee's Report was as follows:

1. APPOINTMENT OF SUB-COMMITTEES (a) Administration. The administration Committee was appointed as follows:

with the Clerk of the Parliaments.

With power to co-opt further Lords. (b) Library. The Sub-Committee on the Library was appointed as follows:

with the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint its own Chairman. (c) Refreshment Department, The Sub-Committee on the Refreshment Department was appointed as follows:

with the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint its own Chairman. (d) House of Lords Estimates. The Sub-Committee on the Estimates was appointed as follows:

with the Clerk of the Parliaments.

2. REVISED SCALES OF PAY

The Committee authorised the revised scales of salary under D.E.O. (68) (Pay) No. 14 to the Assistant Clerks of the Records with effect from the 1st January, 1968, and the 1st January, 1969.

The Committee also sanctioned the application of the following Establishment Circulars:—

  1. (a) D.E.O. (68) (Pay) No. 20—Central Pay Increase;
  2. (b) D.E.O. (68) (Pay) No. 27—Pay of the Higher Civil Service;
to analogous grades of the staff of the House of Lords.

3. PARLIAMENT OFFICE AND LIBRARY

The Committee authorised the employment of an additional Senior Personal Secretary in the Parliament Office from the 25th November to the 31st December 1968.

The Committee also sanctioned the regrading to Office Assistants of the three posts of Record Office Assistant with effect from the 1st December, 1968.

4. HANSARD REPORTING STAFF

The Committee authorised the employment of two temporary Reporters on the 19th and 20th November. 1968. for assisting in the editing and reporting of Debates.

5. DEPARTMENT OF THE LORD GREAT CHAMBERLAIN AND SERJEANT-AT-ARMS

The Committee authorised the payment of temporary assistance in the Office of the Lord Great Chamberlain and Serjeant-at-Arms.

6. ESTIMATES

The Estimate for the House of Lords for 1969–70 was laid before the Committee and approved.

7. SUPERANNUATION

The Committee sanctioned the payment of the following Superannuation Awards under the Superannuation Act 1965:—

  1. (a) Pension and Additional Allowance to Mr. William Day. B.E.M., the Principal Doorkeeper on his retirement from the 17th January, 1969;
  2. (b) Revised Pension and Additional Allowance to Mr. Stanley Cole, Attendant, who retired on the 13th October, 1968;
  3. (c) Supplementary Death Gratuity under S. 4(2) Superannuation Act 1965 to the legal personal representative of the late William John Baines. Doorkeeper, who died on the 3rd November, 1968.
