My Lords, I understand that the noble Lord, Lord Wade, has asked permission to withdraw his Question this evening, in view of the lateness of the hour and the importance of the subject.

I have, if that can be applied to the County of Derbyshire it can equally be applied to the City of Sheffield. Sheffield has been fighting a rearguard action. It has been stated as their declared policy that they are considering building only in those places where their boundaries are to be extended.

On the question of the overspill population, which everybody admits is a serious problem, outside the City at this moment I understand there are sites for 1,300 at Stannington, which is in the West Riding, and for 12,000 in the County Council's own submitted maps for North-East Derbyshire. My submission is that, with the land which is available to accommodate the overspill population of Sheffield, certainly until the year 1971, there is every justification for this Order being withdrawn until the Royal Commission on Local Government have reported.
