This is a clause which puts an obligation on television dealers to inform the Post Office of the names and addresses of people to whom they sell or hire television sets, so that the Post Office can catch licence evaders. It is obviously much better in cases like this to deter than to punish. If this clause is to have a deterrent effect as well as a punitive one, it must be made clear to potential licence evaders that under the provisions of this clause they will almost certainly be caught.

Will Her Majesty's Government make arrangements for a notice to be printed and displayed in television shops, something on these lines?:
