My Lords, this Bill is to confirm three Provisional Orders made under the Public Health Act 1875. That Act enables the Minister of Housing at the request of local authorities or certain other statutory bodies to make Orders, which have to be confirmed by Parliament, to repeal or amend local Acts and Orders which relate to the same subject matters as are covered by the Act itself. The Buxton Order is to remove restrictions in the local Act on the premises known as the thermal baths and two adjoining shops, as the Borough Council wish to sell these premises to the Derbyshire County Council for adaptation and use as a divisional library centre and museum. The Stockport Order is to provide a simple procedure (based on that laid down in the Food and Drugs Act 1955) by which the Corporation may, with the consent of the Minister, alter the charges in their market, and thus save them the trouble of promoting a Private Bill on each occasion when the charges need to be changed. The York Order is to enable the Corporation to remove their cattle market to a site, to be approved by the Minister, within two miles of the City boundaries. My Lords, though this procedure dates back to 1875 it is not in very common use, and I have therefore taken the trouble to read these various Provisional Orders. I think I can confidently say that there is nothing in them, or in the Bill, to which any of your Lordships need take objection.
