Clause 2 [Tests to check whether defects have been remedied]:

LORD SHEPHERD

My Lords, I beg to move Amendment No. 1, and to speak also to Amendment No. 2. This is a drafting Amendment. Clause 2(4) applies to a further test of a vehicle and the provisions of paragraphs 3 and 4 of Schedule 8 to the principal Act. This is the defect test under Section 67 of the Act, with the substitution of the provisions of Clause 2(1) for the preceding paragraphs of the Schedule. This gives the vehicle owner the right to choose, within specified limits, where and when his vehicle shall be examined. The reference in Clause 2(1) is to a place, and in paragraph 3 of the Schedule to premises. The Amendment corrects this discrepancy in the clause as it now stands. I beg to move.

Clause 8 [Extent of powers under Motor Vehicles (International Circulation) Act 1952]:

My Lords, the purpose of this Amendment is to meet the request of the Government of Northern Ireland to adapt Clause 8 for the purposes of Northern Ireland. I beg to move.
