THE PARLIAMENTARY SECRETARY, MINISTRY OF HOUSING AND LOCAL GOVERNMENT (LORD KENNET)

My Lords, I beg to move that the Commons Amendments to the Lords Amendments and the Commons Reasons for disagreeing to certain of the Lords Amendments be now considered. I shall with the leave of the House, from time to time propose that certain of these Amendments be taken en bloc, and, first, Amendments Nos. 1 to 5.
