§ 2.46 p.m.
§ LORD BROCKWAYMy Lords, I beg leave to ask the Question which stands in my name on the Order Paper.
§ [The Question was as follows:
§ To ask Her Majesty's Government whether further details can now be given of the fund to enable grants to be made in cases of hardship as a result of the increased university fees for overseas students.]
§ THE EARL OF LONGFORDMy Lords, the details of the proposed fund and its administration are being worked out, in preparation for consultation with the authorities concerned.
§ LORD BROCKWAYMy Lords, may I ask my noble friend whether, when these details are being worked out, two considerations will be borne in mind: first, that the nomination of the students should be by the local authorities or, in developing countries, by missionary societies concerned in education; and, secondly, that the acceptance of applications should be in the hands of the universities?
§ THE EARL OF LONGFORDMy Lords, I will certainly lay those points before my right honourable friend.
§ LORD ALPORTMy Lords, may I ask the noble Lord to which authorities he is referring?
§ THE EARL OF LONGFORDMy Lords, I am referring to the local authorities, the universities and others.
