My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether further details can now be given of the fund to enable grants to be made in cases of hardship as a result of the increased university fees for overseas students.]

THE EARL OF LONGFORD

My Lords, the details of the proposed fund and its administration are being worked out, in preparation for consultation with the authorities concerned.

LORD BROCKWAY

My Lords, may I ask my noble friend whether, when these details are being worked out, two considerations will be borne in mind: first, that the nomination of the students should be by the local authorities or, in developing countries, by missionary societies concerned in education; and, secondly, that the acceptance of applications should be in the hands of the universities?
