Order of the Day for the Second Reading read.

My Lords, I beg to move that this Bill be now read a second time. This is a Consolidation Bill which, if given a Second Reading, will go in the usual way to the Joint Committee on Consolidation Bills. It had been my intention to deliver a most interesting speech about the history of this Bill, but I rather think, in view of the time, that this is perhaps not the right occasion on which to do so. I shall hope to deliver it when it comes back from the Consolidation Committee. I beg to move.
