§ LORD WAKEFIELD OF KENDALMy Lords, I beg leave to ask the Second Question which stands in my name on the Order Paper.
§ [The Question was as follows:
§ To ask Her Majesty's Government whether it is intended to issue certificates or licences of competency for underwater diving as for aviation, vehicle driving and marine operations, in view of the rapid development of underwater diving.]
§ THE PARLIAMENTARY UNDER-SECRETARY OF STATE FOR THE ROYAL NAVY (LORD WINTERBOTTOM)No, my Lords. There is already a marked degree of control exercised by the British Sub-Aqua Club which controls a large majority of sporting divers in this country. The Club has produced a manual on safe diving which is recognised by the Royal 1367 Navy and acknowledged throughout the world.
In addition, members of the Club are required to undergo a full training course and examination before being certificated into varying degrees of competency. Additionally, the National Underwater Instructors' Association exists to improve safety and to standardise techniques in diving. Courses for diving instructors have been arranged by the Association in co-operation with the Royal Navy. As the noble Lord might expect, the Royal Navy has an excellent liaison with all diving clubs and plays as active a part as possible. Physiological facilities are provided by the Royal Navy Physiological Laboratory at Alverstoke, and material advice is given by H.M.S. "Vernon".
§ LORD WAKEFIELD OF KENDALMy Lords, I thank the noble Lord for that very full reply. In view of the work that is being done by the British co-operation Club in training underwater divers, and because of the danger of underwater diving without adequate training and preparation, would the Government consider giving greater support to the Club to enable it to undertake this work to a greater degree and to a better standard than it is now doing?
