My Lords, I beg leave to ask the first Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government what steps are being taken to control the throwing of litter on to the lawn of the Dell Restaurant and Café in Hyde Park and in the immediate vicinity of the restaurant and café.]

My Lords, the caterers have been asked to pay special attention to this problem within the restaurant area. Outside it more receptacles will be provided and more "No litter" notices erected. A look-out will be kept for offenders, and proceedings will be taken in appropriate cases. The problem will, however, be solved only with the co-operation of all sections of the public.

My Lords, I thank the noble Lord for his Answer. Perhaps I may be allowed, without being out of order, to congratulate him on answering for the first time a Question. May I also say—I know that this is out of order, because it is not a question—that if he answers all the Questions as satisfactorily in the future as he has done to-day, we shall all be delighted.
