Order of the Day read for the consideration of the Second Report from the Select Committee.

The Committee's Report was as follows:

1.—ACCOMMODATION

(a)Smoking Room The Committee considered a proposal to provide a Smoking Room for Peers. They are of opinion that there is need for this amenity but that it cannot be provided from existing accommodation; they therefore referred the matter to the Administration Committee to investigate the possibility of including a suitable site in any scheme for the construction of new accommodation.

(b)Television The Committee were informed of the installation of a television set for a trial period in Committee Room C.

2.—PARLIAMENT OFFICE AND LIBRARY The Clerk of the Parliaments informed the Committee of a re-arrangement within the grade of Office Assistants. The Committee authorised the scales of pay and allowances consequent upon the revised grading with effect from 1st November, 1965.

3 .—REVISED SCALES OF PAY The Committee authorised a revised scale of salary to the Personal Assistant to the Lords of Appeal with effect from 1st November, 1965. The Committee sanctioned the application of the following Establishment Circulars:—

  1. (a) E.C. No. 35/65—Central Pay Increase
  2. (b) D.E.O. (66) (PAY) No. 1—Pay of the Higher Civil Service
  3. (c) D.E.O. (66) (PAY) No. 2—Revision of pay scales partly or wholly between the Principal's maximum and the Assistant Secretary's minimum

to analogous grades of the staff of the House of Lords.

4.—RETIREMENTS The Committee sanctioned the payment of the following Superannuation awards under the Superannuation Act 1965:—

  1. (a) Pension and Additional Allowance to Mr. William Henry Victor Spill, Doorkeeper, who retires from 30th April, 1966.
  2. (b) Gratuity to Mrs. Mary Williams, Housemaid, who retires on 19th March, 1966.

5.—OFFICIAL REPORT The Clerk of the Parliaments informed the Committee of an application by Haynes Secretarial Services for an increase in their charges for the supply of typists to Hansard. The Clerk of the Parliaments was given discretion to negotiate a settlement (to take immediate effect) subject to Treasury approval; and to report to the Committee at its next meeting.
