§ LORD SHEPHERDMy Lords, may I make a short Business Statement? As Members will know, we had intended to take the Second Reading of the Finance Bill on Thursday, July 28. Unfortunately, there has been a change in Business in another place, and this Bill is unlikely to be received by us until fairly late on Thursday, July 28. While I recognise that Members are very indulgent—
§ A NOBLE LORD: Not "Members", but "noble Lords".
§ LORD SHEPHERD—and our arrangements are very flexible, I think it would be too late to ask the House to take the Second Reading of the Bill on that day. However, there have been 548 discussions through the usual channels, and it has been decided to recommend to the House that we should have a debate on a Government Motion to take note of the Economic Situation. Perhaps noble Lords who wish to discuss the Economic Situation and the Finance Bill might think next Thursday a suitable day for delivering their speeches, so that when the Finance Bill is taken later in the following week the proceedings will be relatively short.
