My Lords, I should like first to congratulate my noble friend on what he has just said. Secondly, I wish to correct a silly slip which I made just now. I had a bundle of papers in my hand, and on being asked a question on Scotland I delivered the answer that was appropriate to Wales. I thought that it would be better to beg your Lordships' pardon now and invite your laughter, rather than your severe criticism.
