My Lords, on behalf of the Lord Chairman, I beg to move that Standing Order No. 147 be considered in order to its being dispensed with in respect of this Bill, and that the Bill be now read a third time. I think I ought briefly to explain the purpose of this Motion. Standing Order No. 147 provides for the deposit of a copy of a Bill, as amended in Committee, with various Government Departments not less than three clear days before the Third Reading. This Bill was considered by the Committee on Unopposed Bills last Thursday and was reported with Amendments last Monday. If it is to go through its remaining stages in another place in order to receive the Royal Assent before this House rises for the Christmas Recess it must receive its Third Reading this afternoon. In these circumstances, I beg to move.
