THE CHAIRMAN OF COMMITTEES (THE EARL OF LISTOWEL)

My Lords, I also rise to move a Motion in relation to which there has been no opportunity to give your Lordships notice, and I would ask the House to be good enough to consider it now. This Motion is to set up the Committee of Selection which is responsible each Session under the Private Bills Standing Orders for the appointment of Select Committees to consider opposed Private Bills. This Committee meets extremely rarely, but it is procedurally necessary for it to be set up before any Select Committee can be appointed. About two months ago two Select Committees were arranged to consider two Private Bills starting next Tuesday, April 26. This date, after some difficulty, was found to suit all the parties concerned. In order that these two Committees shall be properly appointed and constituted, I have no alternative but to ask your Lordships to consider and agree to this Motion this afternoon.

The members of the Committee proposed are as follows, with the Lord Chancellor, and myself in the Chair: the Marquess of Salisbury, the Marquess of Willingdon, the Earl St. Aldwyn, the Earl of Swinton, the Lord Amulree, the Lord Chorley, the Lord Ogmore, the Lord Shepherd, the Lord Silkin and the Lord Strang. I regret to ask your Lordships to have to adopt this exceptional procedure. I beg to move.

Moved, That a Committee be appointed to select and propose to the House the names of the Five Lords to form a Select Committee for the consideration of each opposed Private Bill; and that the Lords following, with the Lord Chancellor and the Chairman of Committees, be named of the Committee:
