THE JOINT PARLIAMENTARY SECRETARY, MINISTRY OF LAND AND NATURAL RESOURCES (LORD MITCHISON)

My Lords, I beg to move that this Bill be now read a second time. This Bill and the two following Bills are to confirm Provisional Orders made under Section 303 of the Public Health Act, 1875. That section enables the Minister of Housing and Local Government, on the application of a local authority, by Provisional Order to repeal or amend provisions in that authority's own local Acts which relate to the same subject matter as the 1875 Act itself. These Orders are subject to confirmation by Parliament, and it is a convenient method of proceeding where there is no opposition. In all these three cases there have been local advertisements and no objection of any kind.

The first Bill, the Melton Mowbray Bill, which we are now considering, is to enable the local authority to set up a reserve fund for their cattle market undertaking, in order to avoid their having to meet the costs of improvement to the market or anything of that sort out of the current annual revenue. I do not know whether it would be convenient to mention at the same time the two following Bills. They are quite similar. They are to enable the local authorities concerned to alter from time to time market charges which are prescribed under existing local Acts—to enable them to do it in a more convenient way, actually in the same way as in the Food and Drugs Act, 1955.
