My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government what action they propose to take with regard to the recommendations of the Second Report of the Scottish Licensing Law Committee dated April 5, 1963 (Cmnd. 2021) and presented to Parliament in June, 1963.]

My Lords, I regret that I am not in a position to make any statement about the possibility of implementing the recommendations of this Report. Government legislation on the subject is not contemplated at present.

My Lords, I thank the noble Lord for a not very informative Answer, not entirely to my surprise. But might I tell him, to quote once again the words of a great man, Sir Winston Churchill, that while there may be an interval of time we trust there will be no delay.
