THE CHAIRMAN OF COMMITTEES (LORD MERTHYR)

My Lords, I beg to move that this Bill be now read a second time. In doing so, may I inform the House that this opposed Bill is divided into seven Parts, and that there will shortly be on the Order Paper a Motion to instruct the Committee to which the Bill will be referred to leave out Part II. Nevertheless, I hope that the House will give this Bill a Second Reading this afternoon.
