My Lords, I beg to move the Motion standing in the name of my noble friend the Leader of the House. Perhaps I should apologise to the House for any inconvenience caused by bringing this Bill forward, but the reason is that, as the House will know, we are faced with a long debate to-morrow, and the usual channels felt that we should bring forward the two Bills mentioned on the Order Paper. It was necessary for this Bill to be brought forward because it needs to receive the Royal Assent by December 13, when a previous piece of legislation is due to expire. My Lords, I beg to move the first Motion.
