My Lords, with your Lordships' approval I will discuss Amendments Nos. 2 and 3 together. These two Amendments meet the undertaking I gave in Committee to my noble friend Lord Burton. We could not accept tile noble Lord's proposal, that boards should determine minimum flow or levels before a control order was granted, if only because many boards are not ready for this. By this Amendment the Secretary of State can, in relation to each board, indicate a date by which this should be done. I beg to moved.

Page 7, line 7, at end insert (";and (b) without prejudice to the foregoing generality, after a date to be appointed by the Secretary of State, shall, so far as practicable, include a statement of what the river purification board concerned consider to be the minimum acceptable flows for each such stream, as measured at control points described in that statement.")—(Lord Craigton.)

My Lords, I will discuss Amendments Nos. 4 and 5 together. These are drafting Amendments, to make it quite clear that the power of the Secretary of State to limit the notification of information relating to control orders applies only to the notification of those persons with interests in land referred to in paragraph 3(1)(d).
