My Lords, the answer to the first part of the Question is, Yes: to the second part, that the Report has gone to the printers and will be published in due course I cannot now say when it will be published, but this will be some time during the Recess. As to the third part, the Government are considering the recommendations made in the Report 1206 and will in due course announce their decisions.
