Order of the Day read for the consideration of the Third Report from the Select Committee.

The Committee's Report was as follows:

1.—PICTURE OF THE HOUSE IN SESSION

The Committee were informed that demand for the coloured reproduction referred to in the notice circulated to Peers on the 8th July is insufficient to make the proposal economically feasible.

The Committee recommend instead that a high quality black and white photograph be made available for sale to Peers at 25s. They further recommend that permission be given to the Illustrated London News to publish a reproduction of the picture. After publication the Illustrated London News have agreed to place the block at the disposal of the House so that arrangements can be made to produce copies of this reproduction for sale to Peers at a reasonable price. Full details of these proposals will be circulated to Peers in due course.

2.—PARLIAMENT OFFICE

The Clerk of the Parliaments informed the Committee of the appointment of Mr. Paul David Grenville Hayter as a Clerk in the Parliament Office from 29th June. 1964.

3.—OFFICIAL SHORTHAND WRITER

The Committee authorised the payment of an additional fee for the Official Shorthand Writer in connection with the new procedure on Judgments in House of Lords Appeals.

4.—REVISED SCALES OF PAY

The Committee sanctioned the application of the following Establishments Circulars:—

  1. (a) E.C. No. 18/64 Central Pay Increase (Interim),
  2. (b) E.C. No. 19/64 Interim revision of pay scales between the Principal's maximum and the Assistant Secretary's minimum
to analogous grades of the staff of the House of Lords.

The Committee sanctioned consequential increases in six awards under the Superannuation Acts.

5.—PALACE OF WESTMINSTER

The Committee sanctioned the payment for additional Police required for the opening of the Palace of Westminster to the public for extra days as required during the Summer Recess.
