§ THE MINISTER OF STATE, SCOTTISH OFFICE (LORD CRAIGTON)My Lords, I beg to move that this Order be approved. According to the usual practice, special roads are limited to carrying Class I and Class II vehicles only. This Order varies for Scotland the classes of traffic specified in Schedule II of the Special Roads Act, 1949. The Order brings the Scottish definitions broadly into line with England and Wales. The Order is now required as the first section of special roads in Scotland—a short length of the North approach to the Forth Bridge—will be open by the end of the year, and possibly by then a section of motorway, the Harthill by-pass. I beg to move.
