My Lords, with permission of the House, I should like to speak to the five Orders on the Paper together. These draft Orders give effect without modification to the recommendations made by the Boundary Commission for England in their report submitted to the Secretary of State on November 19, 1963, under Section 2(3) of the House of Commons (Redistribution of Seats) Act, 1949, and laid by him before Parliament in pursuance of Section 2(5) of that Act. In accordance with the proviso to Section 3(6) of the Act, the Orders will not affect any Parliamentary election until the next General Election after they come into force. The Orders make adjustments of constituency boundaries to conform with alterations which have been made to local government or ward boundaries. I beg to move that the first Order be approved.
