Order of the Day read for the consideration of the First Report from the Committee.

The Committee's Report was as follows:

1.—Appointment of Sub-Committees

(a) Library

The Sub-Committee on the Library was appointed as follows: E. Attlee V. Simonds (Chairman), V. Soulbury, L. Amulree, L. Burden, L. Carrington, L. Chorley, L. Merthyr, L. Reid, B. Wootton of Abinger and the Lord Great Chamberlain, with the Clerk of the Parliaments.

(b) Refreshment Department

The Sub-Committee on the Refreshment Department was appointed as follows: E. St. Aldwyn, L. Amulree, L. Macpherson of Drumochter, L. Strang, L. Sainsbury, L. Shepherd, B. Swanborough and the Lord Great Chamberlain, with the Clerk of the Parliaments. The Sub-Committee was given power to co-opt further members and to appoint its own Chairman.

(c) House of Lords' Estimates

The Sub-Committee on the House of Lords' Estimates was appointed as follows: E. St. Aldwyn. L. Shepherd, L. Amulree and L. Merthyr (Chairman).

2.—Revised Scales of Pay

The Committee approved revised salaries for the post of Clerk of the Records and the combined posts of Secretary to the Lord Great Chamberlain, Yeoman Usher of the Black Rod and Serjeant-at-Arms.

3.—Parliament Office

The Committee authorised the appointment of an additional Personal Assistant and a Clerical Officer on the staff of the Department of the Clerk of the Parliaments.

4.—Hansard Reporting Staff

The Committee reviewed the agreement with Haynes Secretarial Services for the supply of typists for the reporting of debates and approved an increase in their charges with effect from 1st January, 1965.

5.—Estimates

The Estimate for the House of Lords for 1965-66 was laid before the Committee and approved.

6.—Retirements

The Committee sanctioned the payment of the following superannuation awards under the Superannuation Acts:—

  1. (a) Death Gratuity to legal personal representatives of the late Leonard Carter, Principal Doorkeeper, who died on the 9th September, 1964. The Committee instructed the Clerk of the Parliaments to convey to his widow their warm appreciation of Mr. Carter's valuable service in the House.
  2. (b) Gratuity to Mr. Sydney Baden Randell, Senior Custodian, on his retirement on the 7th December, 1964.
  3. (c) Gratuity to Mrs. Rose Winifred Killington, Housemaid, on her resignation on the 14th November, 1964.
