My Lords, I wonder whether your Lordships will allow me to correct something that I said in answer to a supplementary question by the noble Earl, Lord Listowel? The noble Earl asked me whether there was a unanimity ruling for this Commonwealth Conference; and I said, Yes. I should have known that that is not so; there is not. So if a situation arose in which the Prime Minister of Southern Rhodesia did change his mind, the Prime Ministers themselves of course would have to decide what to do.

My Lords, that would then be a matter for them? They would get together and they would decide, possibly by a majority?
