The noble Earl asked me whether there was a unanimity ruling for this Commonwealth Conference; and I said, Yes. I should have known that that is not so; there is not. So if a situation arose in which the Prime Minister of Southern Rhodesia did change his mind, the Prime Ministers themselves of course would have to decide what to do.
