§ THE MINISTER OF STATE FOR COMMONWEALTH RELATIONS AND FOR THE COLONIES (THE MARQUESS OF LANSDOWNE)My Lords, may I refer the noble Lord to my reply to the question put to me by the noble Earl, Lord Listowel, in the debate on the Address on November 14? In my reply, I stated that we had drawn the attention of the Basutos to certain difficulties which we see in the proposals of the Commission. These preliminary comments are contained in a Press statement which was issued on November 12, copies of which I shall circulate with the OFFICIAL REPORT.
