My Lords, I beg leave to ask the second Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government whether they have any statement to make regarding the Report of the Basutoland Constitutional Commission, appointed by His Highness Constantine Bereng Seeiso, Motlotlehi Moshoeshoe II, Paramount Chief of Basutoland, at the invitation of the Basutoland National Council.]

My Lords, may I refer the noble Lord to my reply to the question put to me by the noble Earl, Lord Listowel, in the debate on the Address on November 14? In my reply, I stated that we had drawn the attention of the Basutos to certain difficulties which we see in the proposals of the Commission. These preliminary comments are contained in a Press statement which was issued on November 12, copies of which I shall circulate with the OFFICIAL REPORT.
